Patriotic
Front, whose leaders have strong reputations for "getting

the

along British lines)

Government spending, particularly at the political level

citizens' and other human beings rights

that need to be addressed and elections are being encouraged
from the grassroots level within the party to put into leadership
men and women with qualities as detailed below:
- upright
and law-abiding citizens
- respect
for the Zambian constitution with flexibility on carrying
out the necessary amendments to make it stand the test of
time and not suit individuals or any particular political
party
- respect
for Zambian traditional values
- rejection
of politics of persecution
- focus
on national and not individual development
- strong
belief in efficiency, transparency and accountability
- tolerance
of different religions
Patriotic
Front Organisation
The structure of the PF has a strong Central Committee
at the apex of a pyramid that runs down through provincial,
district, constituency, branch and section level to the
grassroots. However, as the party-specific report by NDI/FODEP
observes: "Democracy in the party [is] low since
few positions in the party have been filled by elections".
This unsatisfactory state of affairs obtains due to the
young age of the party and to the lack of systematic funding
to carry out training on the importance of the electoral
process.
The
Section level is made up of 25 households out of which
a Branch Executive of 24 members should be elected. At
each level up the ladder the executive is made up of 24
members divided into three wings of a Main Committee,
Women Affairs Committee and Youth Affairs Committee. Each
Committee is made up of :
- Chairperson
- Vice
Chairperson
- Secretary
- Vice
Secretary
- Treasurer
- Vice
Treasurer
- Publicity
Chairperson
- Vice
Publicity Chairperson
Patriotic
Front Strategic Objective
At each level the leadership is encouraged to participate
in decision making on issues affecting their activities.
For instance at Section level the leadership equipped
with knowledge on the PF manifesto, will be involved in
organising door to door membership recruitment.
At
Branch and Ward level the leadership is expected to identify
and elect candidates for local government elections.
At
District and Constituency level the leadership will be
involved in organising party meetings, campaign strategies,
contest for parliamentary elections.
All
contributions tabled at lower levels including from women's
affairs (for instance lack of clean water and sanitation)
and the youth (for instance lack of recreational facilities
and unemployment), will be filtered through to the Central
Committee and have a bearing on policy formation for community
and national development. PF will promote among other
issues to improve the living conditions of the people
through hard work, honesty, sacrifice, and self-reliance
in all activities to ensure greater benefit to the people
of Zambia.
